Rules and Regulations
Revised January 26, 2005
RULE 1—PLAYING REGULATIONS
- The official rules of the National Federation of High Schools Association shall govern the competition. Please refer to the IHSA Interscholastic Terms and Conditions for rule modification. Any exceptions to these rules are listed in the enclosed rules.
- NOTE:
Lower level
teams will not be recognized unless the minimum number of participants appears on the varsity roster. An official team shall have a minimum of fifteen (15) players.
- Teams in the Premier Division and First Division have to field both a Varsity and Junior Varsity team
in order to remain in these Divisions.
- All other situations not covered by the above rules shall be governed by the Constitution and Bylaws
of the Chicago Public High Schools Athletic Association (revised August 2002).
- Each varsity match will consist of two 40 minutes halves with a ten (10) minute intermission for varsity
matches. Junior varsity matches shall consist of two 35 minutes halves with a
five (5) minute intermission. Frosh-soph matches shall consist of two 30 minutes
halves with a five (5) minute intermission.
- Schools
that are suspended from IHSA for non-attendance at Rules Interpretation Meetings will not be allowed to participate in the
Chicago Public League during the sport season in question.
RULE 2—LEAGUE SCHEDULE
- CENTRAL
OFFICE RECORD SHEETS ARE DUE FRIDAY, MARCH 18, 2005 FOR EACH LEVEL. Teams are not eligible to play without a Central Office Record Sheet on file. The players are not insured in case of injury.
- The league schedule will begin the week of Wednesday, March 30, 2004, and completed by Wednesday, April 27, 2004
- A
single round robin tournament will be played in the Premier, First and Third/south Divisions.
A double round robin tournament will be played in the remaining Divisions.
- VARSITY
GAMES WILL BEGIN AT 4:00 P.M. JUNIOR VARSITY GAMES WILL BEGIN IMMEDIATELY FOLLOWING VARSITY GAMES.
E. All team schedules must be
completed by Wednesday, April 27, 2005. All scores shall be emailed to your respective Division
Coordinator. In the event a schedule is not completed, schools
not adhering to the policy will lose by forfeit. Teams that forfeit two (2) games
during the regular season will be dropped from the league at the time of the second forfeit and must petition to be
reinstated for the following season into a lower division.
F.
At the end of the regular season teams will be playing
promotion/relegation games where the winner will play in the higher conference and the loser will play in the lower conference
the following year. If promotion/relegation games are tied at the end of regulation
they will go to two 10 minute golden goal over time periods, and will be followed by an IHSA shoot out if the score remains
tied.
G.

- CONTEST
LIMITATIONS
a)
No Girls Soccer team representing a member school shall, in any one season,
participate in more than:
1.
Seventeen matches exclusively of the IHSA series; or
2.
Sixteen (16) matches plus one (1) tournament exclusive of the IHSA series;
or
3.
Fifteen (15) matches plus two (2) tournaments exclusive of the IHSA series.
b)
Participation in a game or tournament shall mean that a student actually
competes (regardless of the length of time) in the contest.
RULE 3—LEAGUE SITE
- Each
team within a section will play home and away matches
- The home school must provide the following equipment in good condition:
A set of two official size soccer goals with nets, a set of four soccer corner flags/cones and three (3) official game
balls. Field markings should be specified in the National Federation of
High School Association Soccer 2004 Rule Book.
SCHOOLS THAT DO NOT HAVE THE SPECIFIED REGULATION
EQUIPMENT (OR THE SCHOOLS’ EXISTING EQUIPMENT IS DETERMINED UNSAFE BY IHSA OFFICIALS OR CENTRAL OFFICE) WILL NOT BE
ALLOWED TO HOST
HOME GAMES AND
MUST TRAVEL UNTIL EQUIPMENT IS REPAIRED OR REPLACED AND IS DEEMED SAFE. |
RULE 4—OFFICIALS
- SELECTION OF OFFICIALS: The Director of the Chicago Public High Schools Athletic Association shall
appoint an assignment chairperson for officials. The assignment chairperson shall
have complete charge of assigning all soccer officials to all league soccer games.
- No
official is permitted to officiate a match in which one of the teams is from the school which he or she is employed.
- The coach shall rate and evaluate each official on the official eligibility certificate and on line to the IHSA
after each match. This document must be forwarded to the sports coordinator
following each match.
- The
official shall evaluate each coach on the Official Coaches Evaluation Form after each game and forward it to the sports coordinator.
- The
officials for the City Championship series (group play matches quarterfinal, semifinal and the championship game) will be
assigned by the soccer coordinator, assignment chairperson and the committee. Only
those officials who have officiated in the league matches of the season are eligible to officiate.
- Two
(2) officials shall be assigned to all Chicago Public Schools League games.
- Official
Fees: (Non-conference games are non-reimbursable).
1.
Varsity Conference---first round, second round, and quarterfinal playoff
$50.00 each.
2.
Junior Varsity Conferences---first round, second round, and quarterfinal
playoff $37.00 each.
3.
Frosh-Soph Conferences---first round, second round, and quarterfinal playoff
$30.00 each.
4.
Varsity—semifinal and final $55.00 each.
5.
Junior Varsity—semifinal and final--$45.00 each
6.
Frosh-Soph—semifinal and final $35.00 each.
NOTE: The home team is responsible for paying
both officials for regular season
matches prior to the
start of the contest. If there is only one official, the game must
be played and the
official is to be paid an additional $10.00 for each match officiated.
- If
neither official arrives, both coaches should officiate or mutually agree on an official.
REMEMBER: NEITHER
AN EMPLOYEE NOR ANYONE AFFILITED WITH THE HOME SCHOOL OTHER THAN THE COACH MAY OFFICIATE.
- ALL GAMES ARE TO BE PLAYED AS SCHEDULED.
GAMES MAY NOT BE CANCELLED OR CHANGED FOR ANY REASON WITHOUT THE AUTHORIZATION OF THE DEPARTMENT OF SPORTS ADMINISTRATION.
F.
All non-conference games must be submitted on a CPS Athletic Contest Contract
and be on file with the Department of Sports Administration prior to the start of the sport season.
- The
home school should provide two (2) ball retrievers.
RULE 5—ELIGIBILITY
A.
A Central Office Record Sheet must be submitted to the Department of Sports
Administration (Mail Run #125) before any matches are played. The names of varsity,
junior varsity and frosh-soph players should be listed on separate computer generated Central Office Record Sheets and submitted
after player record cards and medicals are on file. Age and grade eligibility
is established according to the rules of the Chicago Public High Schools Athletic Association See Article III –Section 3 for grade eligibility
and Article III
–Section 4 for age rule of the Constitution and Bylaws of the Chicago Public High Schools Athletic Association (revised
August 2002). Any matches played without a central office sheet will be forfeited.
B.
A computer generated Official Eligibility Certificate (NO WRITE INS UNDER
ANY CIRCUMSTANCES) must be exchanged before each match. After each match the
exchanged sheet (opponents) must be completed and signed by the coach, athletic director and principal. Official’s names, rating by coaches, score and comments must be completed and are to be faxed and
mailed to the Department of Sports Administration on the first school day following the match.
A win will not be considered valid until the Department of Sports Administration receives the Official Eligibility
Sheet. See Article II – Section 7 (a-f) of the Constitution and Bylaws
of the Chicago Public High Schools Athletic Association (revised August 2002).
C.
Any team representing the Chicago Public League in the state finals may
list a maximum of twenty two (22) girls on the eligibility sheet that goes to the regional and/or state meet.
D.
The winning coach has the responsibility of calling the game scores to
the Tribune Sports (312) 222-3473 and Sun-Times Sports (312) 321-2247 immediately following after each game preferable before
6:00 p.m. Team records should be called, faxed in/or emailed to the division coordinator weekly.
RULE 6—CPL CITY
CHAMPIONSHIP SERIES
NOTE: The City Championship series shall be played with the top thirty two (32)
seeds. Seeding for the City Championship will be based on Conference record. The top eight (8) seeds will be given to the eight (8) teams in the Premier Division. These will also be Group Leaders for the Group play stage. The next eight seeds will be placed in the first bowl to be randomly drawn as the second seeds of each
group. The next eight seeds will also be placed in a second bowl to be randomly
drawn as the third seeds of each group. The remaining teams will be placed in
a third bowl to be randomly drawn as the fourth seeds of each group.
The City Championship tournament draw is schedule for Thursday, April 28, 2005 @ Lincoln Park HS (Library), starting at 4:00 p.m.
- If
a tie occurs, the winner shall be determined by:
1.
Head to head competition result.
2.
Number of regulation time wins.
3.
Goal differential, with a maximum of four (4) goals per game.
4.
Least number of goals scored against, with a maximum of four (4) goals
per game.
5. Greater number of shut-outs.
6. Drawing lots by coaches committee members.
- The
City Championship Series shall be played in five (5) rounds.
- GROUP PLAY-The First round shall be played at eight (8) predetermined sites chosen by the
Soccer Coordinator and the Committee members.
- The
Soccer Coordinator and the Committee members shall assign a site for each group.. Throughout the playoffs, the home school will be responsible for paying the officials.
- The
winning coach has the responsibility of calling the game scorers to the CPS Sports Hotline – 553-2999 the newspaper
and the soccer coordinator at 553-3796 immediately following the match.
- The
home school shall provide two ball retrievers.
- ROUND OF SIXTEEN-The first place and second place teams from each group, of Group Play, will
advance to this stage.
- QUARTERFINAL—The eight (8) winning teams from the Round of Sixteen will
play on two fields arranged by the soccer coordinator and the committee. Two
matches will be played at each site—one north and one south. Coaches will
be faxed assigned officials.
- SEMIFINAL – The winners of the four Quarterfinal
games will advance to this stage. One field will be arranged by the soccer coordinator and the committee. Two (2) semifinal matches will be played at this site.
- FINAL—The
winners of the two Semifinal games will advance to this stage. One field will be arranged by the soccer coordinator
and the committee. Coaches will be faxed assigned officials.
VARSITY ELIGIBILITY
Varsity teams shall consist of girls in
the first, second, third or fourth year of attendance who will not reach their 20th birthday at any time during the sports
season
JUNIOR VARSITY ELIGIBILITY
A Junior Varsity team
shall consist of girls eligible to play on the Varsity team. There shall be free
movement of players between Varsity and Junior Varsity levels leading up to the City and State Championship tournaments. Players may play on Varsity one day and Junior Varsity the next. They may NOT play in both a Varsity match and a Junior Varsity match in the same day. Varsity and Junior Varsity student athletes will appear on the same eligibility sheet. When Junior Varsity and Varsity levels are to be contested on the same day a coach must make two copies
of the eligibility sheet. Prior to the contests the coach shall label one eligibility
sheet VARSITY and the other JUNIOR VARSITY. The coach will then proceed to cross
out all the players that are NOT participating in the Varsity match from the Varsity eligibility sheet (including those who
are injured, academically ineligible and suspended). The coach will follow the
same procedure for the Junior Varsity eligibility sheet. Players may NOT appear
on both a Varsity roster and a Junior Varsity roster on the same day. Regardless
of whether a player plays in the Varsity contest or not, if that player appeared on the Varsity roster (that is if that player
was not crossed off the Varsity roster) then she is NOT ELIGIBLE TO PLAY IN THE Junior Varsity contest, and therefore must
be crossed off the Junior Varsity roster. Each school’s head coach must submit finalized Junior Varsity and Varsity
rosters at the City Championship Tournament Draw. In the City Championship tournament,
Junior Varsity and Varsity Rosters will be frozen. Players will NOT be permitted
move up and down between Varsity and Junior Varsity..
FROSH-SOPH ELIGIBILITY
Frosh-soph teams shall
consist of girls in the first and second year in attendance that have not reached their 17th birthday prior to August 15th
of the sports year.
A frosh-soph player
may be moved to the varsity or junior varsity at any time, but once the league season opens and a sophomore player’s
name appears on the varsity Central Office Record Sheet, whether she plays or not, she cannot return to the frosh-soph team.
